First home buyers grant australian capital territory (ACT)

If you are buying your first home in the ACT, you may be entitled to the Home Buyer Concession Scheme (HBCS) in addition to the First Home Buyers Grant. Under the scheme, you receive a stamp duty concession on eligible properties that do not exceed $422,000 in value.

Home buyer concession scheme eligibility criteria

Eligible property (residential home)

Dutiable value Concessional duty payable
$349,800 or less $20 (minimum duty)
more than $349,800 but less than $422,000 $22.45 for each $100 or part thereof by which the dutiable value exceeds $349,800 ($20 minimum duty).
$422,000 or more No concession

Eligible vacant block (land)

Dutiable value Concessional duty payable
$194,800 or less $20 (minimum duty)
more than $194,800 but less than $233,300 $17.75 for each $100 or part thereof by which the dutiable value exceeds $194,800 ($20 minimum duty).
$233,300 or more No concession

 

Home buyer concession scheme (HBCS) eligibility

To be eligible for the concession:

  • the HBCS application must be lodged within the required time;
  • applicants must satisfy a current and previous property ownership test;
  • the total value of the property must be less than the upper property value threshold amount;
  • the total gross income of all applicants must not be greater than the relevant income threshold amount;
  • applicants must satisfy a residency test; and
  • applicants are generally required to be at least 18 years old.
